BOWLS NORTHAMPTONSHIRE CONSTITUTION

1. TITLE
  The Association shall be called BOWLS NORTHAMPTONSHIRE and is hereafter referred to as BN and shall be affiliated to Bowls England.

2. OBJECTS
  2.1 To promote, foster and safeguard the sport of level green bowls in the County of Northampton.
  2.2 To adopt and enforce the Laws of the Sport of Bowls.
  2.3 To hold Championships in Singles (2 wood and 4 wood), Pairs, Triples, Fours and any other events as decided.
  2.4 To hold Inter County and other matches
  2.5 To interpret, when called upon by affiliated clubs and members thereof, questions of law and practice, and to arbitrate in differences ariing between
  affiliated clubs and members thereof.
  2.6 To foster, safeguard and maintain the various Competitions, Leagues and such other activities as may be organised by the Association and
  membership shall be open to any Club affiliated to the Association.
  2.7 To promote a Vice Presidents Association.
  2.8 To administer the Bowls Northamptonshire Benevolent Fund.
  2.9 To oversee the improvement in the standard of greens throughout the County through the Greens Inspectorate.
  2.10 To encourage participation in the sport by arranging coaching and matches.
  2.11 To encourage participation by all disabled bowlers.
  2.12 To encourage Clubs to participate in coaching schemes at all levels.
  2.13 To encourage and promote the Sport of Bowls free from the use of performance enhancing drugs.
  2.14 To promote a Past Presidents Association.
  2.15 To support the Patrons Association of Bowls England.

3. MEMBERSHIP
   3.1 Membership of BN shall be open to all clubs within the County of Northampton, with a membership of no fewer than 16. All Clubs shall have
  an open membership, to comply with Bowls England Equity Policy.
  3.2 All Clubs shall have available to them a level green of at least 31 metres in the direction of play, and a maximum length of 40 metres in addition
  to banks and ditches as defined in the Laws of the Sport.
  3.3 Exception will be for any Clubs which were previously affiliated to the NBA & the NWCBA, with a green shorter or longer than the above
  measurements. County competitions may be played on such greens provided that the shorter length is a minimum of 30.16 metres in the
  direction of play.
  3.4 Application for affiliation shall be made to the BN Administrator, accompanied by a list of its members, and it shall be submitted to the next
  BN Council Meeting for approval.
  3.5 Honorary Life Membership of the Association shall be granted to outgoing Presidents and these will be permitted to attend any AGM and Council
  Meeting.
  3.6 Honorary Life Membership of the Association may be recommended by the Executive Committee to members of BN who have shown outstanding
  service to the Association.
  3.7 All Clubs shall appoint a Child Protection and Vulnerable Adult Officer who shall adopt the policy as specified by Bowls England.

4. ADMINISTRATION

   4.1  BN EXECUTIVE COMMITTEE
  The Executive Committee shall consist of the Chairman - 3 yrs appointment (1st appt. 2 years), Administrator - 3 yrs appointment, Women's
  Secretary, Men's Secretary, Treasurer, Assistant Treasurer, 2 Presidents (1 of each gender)
  These persons will be the Officers of BN (8 in no.)
  4.2 BN Executive Committee shall be elected by the Council at the AGM for the appointed length of time and officers may stand for re-election
  after the stated time.
  4.3 BN Executive Committee Function & Responsibilities
  (a) Constitution and Rules
  (b) Grievances and Discipline
  (c) Appointment of Year Book Editor
  (d) Liaison with Bowls England
  (e) Propose Affiliation Fees
  (f) Propose budgets for Sub-Committees including Competition fees.
  (g) Annual Luncheon and Presentation of Prizes
  (h) Annual General Meetings, Special General Meetings, Council Meetings
  (i) Appoint Chairman/Secretary and 4 Trustees to Administrate BN Benevolent Fund.
  (j) Co-opt any member for a specific reason if required.
  (k) Fill a post/position that becomes vacant between Annual General Meetings.

  4.4 Meetings of the Executive Committee
  (a) The Executive Committee shall meet as often as required by BN with a minimum of four occasions in each year. Notice and Agenda of all
  meetings shall be sent to members at least seven days before the date of the meeting, stating date, time, and venue.
  (b) A quorum for Executive Committee meetings shall be Four (4) members, 2 from each Management Committee present, and no business shall be
  transacted at a meeting unless a quorum is present.
  (c) All members of the Executive Committee shall be entitled to one vote with the Chairman having a second or casting vote.

  4.5 MANAGEMENT COMMITTEES

  (a) The Women's Management Committee shall comprise of the President (Chair), Senior Vice President, Junior Vice President, Immediate
  Past President, Women's Secretary, Women's Match Secretary, Women's Competition Secretary, Treasurer, 2 Area
  Delegates, Bowls England Delagate and the BN Administrator who has no vote.
  DUTIES are the day to day running of the Section and meetings arranged as required.

  (b) The Men's Management Committee shall comprise of the President (Chairman), Senior Vice President, Junior Vice President, Immediate
  Past President, Men's Secretary, Men's Match SecretaaryMen's Competition Secretary, Treasurer, Greens Inspectorate Secretary, 2 Area
  Delegates, Bowls England Delegate and the Administrator who has no vote.

  (c) The Finance Committee shall comprise of the Executive Chairman, Women's Secretary, Men's Secretary, BN Treasurer and BN Assistant
  Treasurer, and the BN Administrator who has no vote.
  DUTIES are to review policies and make recommendations to the Executive Committee and to BN Council.

  (d) The BN Competitions Committee shall comprise of the 2 Presidents alternating as Chairman, with second or casting vote, Women's
  Competitions Secretary, Men's Competitions Secretary, Women's Section Secretary, Men's Section Secretary 1 member from each
of the Managemennt Committees, and the BN Administrator who has no vote.
  DUTIES are to review and make recommendations to the Executive Committee and to BN Council
(e) The Men's and Women's Management Committees may form sub-committees from its members to conduct particular business as required.
(f) The Men's Competition Committee shall consist of the following:- President, Senior Vice President, Junior Vice President, Management
Committee Secretary, Competition Secretary, Fixture Secretary, Competition Coordinators (2) & Delagates from each area (2)

  4.6 COUNCIL MEMBERSHIP

   (a) Officers to be ELECTED at the Annual General Meeting:-
  2 Junior Vice Presidents, 2 Secretaries, Treasurer, Assistant Treasurer, 2 Match Secretaries, 2 Competition Secretaries, Competition
  Co-ordinators (male), Greens Inspectorate Secretary, Greens Advisory Representative, Benevolent Fund Secretary, Year Book Editor, Press
  and Publicity Officer, Child Protection and Vulnerable Adult Officer, 2 Area Delegates for each Management Committee, Delegates to the
  NBCA.

  (b)  NOMINATED Officers shall consist of Presidents, Senior Vice Presidents, Past Presidents, Life Members, Vice Presidents Association
  Secretary, BN Benevolent Fund Trustees, Representatives to Bowls England; Representative(s) to MCBA; 2 Delegates from each Club.

  (c) Voting: Nominated Members, and both Delegates from each Club, shall have a vote, and Clubs with 125+ members shall have one extra
  vote.

  (d) The Chairman of the day shall have a second, or casting vote. Presidents shall rotate chairmanship.

  (e) Past Presidents and Honorary Life Members have no voting rights.

  DUTIES OF COUNCIL are:

  (i) To elect the Excutive Committee as and when Office due.
  (ii) Responsible for the Constitution and Rules.
  (iii) To approve and confirm Life Memberships.

  4.7 COUNCIL MEETINGS

  (a)  Council Meetings shall be held in April and October with the Annual General Meeting in December
  (b) At all Meetings of the Council TWELVE (12) Members shall form a quorum. In the event of a delegate from a Club being unable to
  attend the Meeting a substitute Club member may be sent.

  4.8 RESIGNATION

  Any Club may resign from BN by giving notice in writing to the Administrator. Such Club shall forfeit all rights and claims against BN.

  4.9 PROTECTION OF CHILDREN AND VULNERABLE ADULTS

  BN shall comply with, and conform to, all policies as issued in accordance with Bowls England Regulations.

  4.10 ANTI-DOPING

  BN shall comply with, and conform to, all policies as issued in accordance with Bowls England Regulations.

  4.11 DISCIPLINARY REGULATIONS

  BN shall comply with, and conform to, all policies as issued in accordance with Bowls England Regulations.

  4.12 EQUITY POLICY

  BN shall comply with, and conform to, all policies as issued in accordance with Bowls England Regulations.
